A former Deputy Governor of the Central Bank of Zambia, Dr. Austin Kaputo Mwape, is the current Chairperson of the Board of ABSA Bank Zambia Plc and is the immediate past Chairperson of the Board of Stanbic Bank Zambia Limited, and the Taskforce set up to establish the Zambia National Advisory Board for Impact Investments (NABII). At Bank of Zambia, Austin worked in various core (Operations) departments, rising through the ranks from the position of Research Officer to Deputy Governor over a period of 28 years.
Austin is also a member of the Advisory Group of the GSG Impact-Development Finance Institutions (DFI) co-hosted Working on capital mobilization. The initiative is analyzing the success factors of capital mobilization for Sustainable Development Goals(SDGs) in Emerging Markets, especially to support SMEs. Austin has also served as a member of the Strategy Committee supporting the work of the GSG Impact Board of Trustees.
Between 2012 and 2019, Austin worked as a Senior Financial Sector Consultant with the World Bank helping central banks in the Horn of Africa restructure and setup/strengthen their banking regulation and supervision functions. He has also done consulting work for UNDP in Nigeria.
Austin has provided advisory services to SATTVA, in 2024, a company contracted to provide consultancy services to Swedfund on development effects of commercial banks in emerging markets with a focus on Asia and sub-Saharan Africa.
Austin is also currently overseeing collaborative work between the Bank of Zambia and NABII (supported by GSG Impact, CFF and Mentor Me) on a Small Business Growth Initiative (SBGI) buttressed by a Credit Risk Guarantee Scheme and other innovative interventions (e.g. technology) targeted at increasing the flow of affordable finance to SMEs.
Austin has expertise in economics, finance, and enterprise-wide risk management particularly as they relate to the financial sector and central banking. He has also acquired practical expertise in regulatory framework design and the resolution of problem financial institutions. Austin’s work experience has focused on financial sector stability matters including policy analysis and design, economic policy analysis and enterprise-wide risk management in which areas he has amassed vast experience (both applied and academic) having worked within a central bank environment for over 28 years and as a Senior Financial Sector Consultant for the World Bank for over 7 years. Over his work experience, Austin has actively interfaced and continue to interface with government, the private sector and development partners.
