In a recent interview with Impact Investor, Emilia Cerra discussed the findings of GSG Impact’s latest report, developed in collaboration with Bridges Outcomes Partnerships. The report highlights the challenges of scaling outcomes-based partnerships in public service delivery. Despite their proven effectiveness, these partnerships face institutional and regulatory barriers that limit their widespread adoption.

Mila Lukic, CEO and Co-Founder of Bridges Outcomes Partnerships, emphasised the need for systemic change in addressing universal challenges that affect low, middle, and high-income countries. She pointed out that these challenges require collaboration to integrate outcomes-focused approaches into existing procurement and funding processes. The report offers actionable recommendations for governments and stakeholders, emphasising the need to reframe contracting procedures and implement outcomes-oriented frameworks within existing systems. It highlights the importance of stimulating private sector investment to tackle complex social challenges through innovative strategies such as social impact bonds.
